The WTF stands for the Watchtower Foundation, an esoteric organization that governs like a state and spans many species. Its main function is to regulate the conduct of its members. Its members are beings considered capable of bearing so-called true person-hood. One requirement for true person-hood, by their account, is the ability to command the environment, not to serve it.
Most humans cannot command the environment according to their will. The WTF counts them as feral, and this covers the remaining ninety-nine percent of humanity. It treats feral humans like wild animals, because they lack true person-hood.
EPL, on the other hand, holds that all beings with free will must receive equal treatment. For this reason, the WTF sees EPL as an organization that interferes with the welfare of feral humans. In the view of the WTF, EPL introduces unnecessary and unnatural intervention into their lives.
